am i correct in saying that a virtual private network copies your network and gives it a different ip address so it is secure so somebody from around the world can come in to your network without hacking it?

No. Totally wrong. A VPN is an encrypted tunnel directly into your network. Both ends need to be set with matching encryption, this prevents outsiders from seeing any of your transactions. Anyone who connects to it still has full control on your system and can trash it if they want.
