I work from home( with a company laptop) and use my own home’s wireless network and the company’s VPN to access the web. Even though it is my own personal network, can they still monitor my web use?

Yes. If you are using the companies VPN then *all* of your internet traffic goes through the company. Meaning they can quite easily see what websites you visit.
One of the purposes of company laptops being configured to only allow internet access through a VPN is so they can keep tabs on what employees are doing on company laptops (I.e. not using it for personal/recreational use)
