You cannot access the internet without an ISP.
You might be able to use a proxy to visit those sites.
Perhaps such sites are considered illegal in your country and the government requires the service provider to deny access. If this is the case, you would face arrest and a long jail sentence if found accessing them
You can view all block site using proxy site. search proxy using google and enter website address.
