Try consulting your user manual. Toshiba often have a hardware switch to turn on the wireless network adapter, have a look around your laptop for a switch with an icon that looks like this: http://blogs.brandeis.edu/netsys/files/2008/07/wireless-icon.gif

First thing is to make sure that you have a wireless internet signal in your house. This can be done by installing a wireless router on your home network. Or in some cases, an apartment complex may offer free wifi to its tenants or you may be able to get a signal from a neighbor.
Second thing is to make sure that your wireless card on your laptop is functional. Assuming that your wifi card is functional, go to Start/Control Panel/Network and Internet/ then click View Networks and Tasks. If you are positive that there is a wireless network available but no networks appear on your screem then you may have to physically turn the wifi card on, usually there is a switch on the front or side of the laptop, turn it on and then try again.
