The basic cabling requirements will be the same either way. CAT-5e cabling will handle gigabit without any problems. You could go with CAT-6 but there’s little advantage in doing so.
The only price difference will be in the cost of the switches. Gigabit switches are nearly ubiquitous and the costs for 10/100/1000 are not that much higher than for 10/100 gear. Once you’ve worked up the basic cabling costs, price out 10/100 switchgear vs 10/100/1000 and you’ll have your answer.
